The Project

The Corp of Engineers was tasked by the US Army with managing the construction of 26 projects over five years to complete a new Army combat aviation training facility and runway on a 2000 acre area within Fort Carson Army base in Colorado.

SRM developed an innovative, fully digital Master Stormwater Pollution Prevention Plan (SWPPP) and compliance training program to manage stormwater compliance and permit recordkeeping for all 26 projects.

The Challenge

The sheer size of the project area and amount of construction areas active at one time posed a significant challenge to maintaining compliance. Overlapping permit areas for numerous contractors created a unique recordkeeping challenge that only the SRM digital software could meet.

SRM had to gain EPA, Corp of Engineers, and Fort Carson DPW approval for use of our first-of-its-kind fully digital SWPPP methodology at a time before completely paperless compliance was recognized as a viable alternative by regulators.
